
Patricia (Patti) Hibbeler
Executive Directorinfo@rs8n.org406.501.3699Patricia Hibbeler was appointed as Executive Director of Red Shield 8 Nations Inc in September 2025. Before assuming this role, she was the Executive Director of Tribal Member Services for the Confederated Salish and Kootenai Tribes, where she provided oversight and policy advice to six tribal departments that directly serve tribal members.
For 16 years, she was the Chief Executive Officer of the Phoenix Indian Center Inc., an organization with a 79-year history of providing drug, alcohol, and suicide prevention, workforce development, youth and community services, during which she led a successful capital campaign.
Other positions include Field Research Director for a National Institute on Drug Abuse study at Washington University; Assistant Director of Arizona State University, Arizona Prevention Resource Center; Drug-Free Schools Coordinator at the Nebraska Department of Education; Moving America Forward Field Operations Director; and Adjunct Professor at Arizona State University, Spencer School of Business.
Ms. Hibbeler holds a BA in Education from the University of Montana and an MA in Education with an emphasis on Human Resource Development and Business Management.
She is the current Chairwoman of the US Department of Labor’s Native American Employment and Training Council and served as Board President of the National Urban Indian Families Coalition. She is a citizen of the Confederated Salish and Kootenai Tribes, the granddaughter of the late Emanuel and Ruby Barber, and the daughter of the late Sheri Barber (Barnes) Saddler.
